    The affordability of housing (to purchase and rent) is a key component of competitiveness and impacts upon the attractiveness of Ireland as a location for investment and indirectly impacts on enterprise costs. Housing supply also affects labour mobility both into and within an economy.

    The primary objective of this study, undertaken on behalf of the NCC by Indecon Economic Consultants, is to assess the affordability of residential property in Ireland in an international context. Housing affordability is measured by examining the proportion of household income that is spent to meet housing need, whether purchasing a home or renting.
